He hit the headlines on February 20, 2024, when he was declared the winner of the Chandigarh mayoral election by the Supreme Court, overturning the previous result in which BJP candidate Manoj Sonkar was unfairly appointed as Chandigarh mayor.

He worked as a sanitation worker (Safai Karamchari) in Chandigarh Municipal Corporation before starting his political career. He was associated with the BJP in 2010. According to the election results, Sonkar received 16 votes while Kuldeep received 12 votes out of a total of 36 votes. AAP then alleged that returning officer Anil Masih had unfairly invalidated eight votes. AAP first challenged the results in the Punjab and Haryana High Court and then in the Supreme Court. They presented a video showing election officials manipulating votes. On February 20, 2024, the SC overturned the results of the previous Chandigarh mayoral election and declared Kuldeep Kumar as the new mayor.

In 2023, eight AAP legislators, including Kuldeep Kumar, were suspended and forcibly removed by the sheriff from the general assembly of Chandigarh MC. The action was taken after lawmakers attempted to injure MC officers and damage property of the House. AAP lawmakers fumed after Congress and BJP lawmakers asked them to apologize for calling them ‘thieves’ and ‘corruptors’ at a press conference. Addressing a press conference along with eight other AAP legislators, AAP spokesperson Malwinder Singh Kang accused the BJP and Congress of making money from the Dadu Majra garbage dump.
