Instead of following the directives of the newly formed Pakistan Medical Commission (PMC), they can now appoint faculty members at the addresses of the universities to which they are affiliated. <\/p>\n<p>In addition, the ordinance will allow strict action against those doctors who have been protesting against the measure of the Institution of Medical Education for the privatization of public hospitals. <\/p>\n<p>Senator Javed Abbasi of the Pakistan-Nawaz Muslim League, although he described the ordinance of fraud with the constitution, announced that he would present a resolution in the house for his disapproval. He affirmed that the promulgation of this ordinance violated some orders of the Supreme Court. <\/p>\n<p>However, the Special Assistant to the Prime Minister of Health, Dr. Zafar Mirza, said the new ordinance was the need for time and that it would address all issues related to medical education. <\/p>\n<blockquote>\n<p>PML-N terms: government moves fraud with constitution <\/p>\n<\/blockquote>\n<p>President Dr. Arif Alvi has enacted the ordinance that has been dissolved by the Pakistan Medical and Dental Council (PMDC) and has paved the way for the establishment of the new organization, PMC. On Sunday, the Ministry of National Health Services (NHS) sealed the PMDC building. <\/p>\n<p>The services of the registrar and about 220 other employees of the PMDC have been canceled. <\/p>\n<p>According to a copy of the ordinance, available with <em>Dawn<\/em>, the objective of the ordinance is to improve the level of medical education in the country. <\/p>\n<p>Section 19 of the ordinance establishes that all candidates will have to pass the Admission Test to the Faculty of Medicine and Dentistry (MDCAT) to obtain admission to the faculties of medicine or dentistry and only a single admission test will be conducted in all the country. <\/p>\n<p>After March 2020, students after obtaining the Bachelor of Medicine and Bachelor of Surgery (MBBS) and Bachelor of Dental Surgery (BDS) will have to pass the National License Examination (NLE) to begin practicing. Previously, that requirement was only for foreign graduates. <\/p>\n<p>Subsection 3 of section 19 states that admission to medical or dental programs conducted by public schools would be regulated according to the policy of provincial governments. However, admission to a private university would be in accordance with the criteria and requirements stipulated by the private university at least one year prior to admission, including any proof of additional admission that a private university may make subject to any conditions imposed by the relevant university to which the university is affiliated: <\/p>\n<p>It states that the main control authority of the university will be the university to which it is affiliated. <\/p>\n<p>This decision may cause a conflict of interest since universities obtain funds from universities and, in some cases, universities own these universities. <\/p>\n<p>The document shows that a university would decide on the number of faculty members in a university. <\/p>\n<p>Previously, the PMDC used to force universities to have a certain number of faculty members. In addition, in case of violation of the rules, the university would take measures against the school. Here again a conflict of interest arises. <\/p>\n<p>According to Subsection 7 of Section 20, medical universities can decide on the rate, but they should mention it in the announcement, which must be given three months before admission. <\/p>\n<p>Senator Abbasi, while talking with <em>Dawn<\/em>He said there was a ruling by the Supreme Court that says there would be no legal justification for the ordinance if the Senate and the National Assembly disapprove. <\/p>\n<p>&quot;A few months ago, the upper house had disapproved the old PMDC ordinance, but the government has once again enacted an ordinance.&quot; <\/p>\n<p>He said government representatives had invited him to a meeting and sought opposition support for a bill on the matter. &quot;I told them that they had to present a bill so that all interested parties&#39; contributions could be included.&quot; But, the government had enacted the ordinance. <\/p>\n<p>Senator Abbasi said he had decided to present a resolution in the house for the disapproval of the ordinance. He claimed that the ordinance had been promulgated to please a person very close to the prime minister. <\/p>\n<p>PML-N spokeswoman Maryam Aurangzeb also criticized the promulgation of the ordinance and said her party had rejected it. <\/p>\n<p>Dr. Zafar Mirza, while speaking with the media on Monday, said there were about 10 universities when the PMDC ordinance was enacted in 1962. <\/p>\n<p>\u201cNow there are more than 150 medical schools in the country and an adequate mechanism is required to ensure its proper functioning. The new ordinance would address all issues related to the medial fraternity and universities, \u201dhe said. <\/p>\n<p>Meanwhile, the secretary general of the Pakistan Medical Association, Lahore, Dr. Shahid Malik, claimed that the ordinance would destroy the country&#39;s medical institutions. \u201cThe decision to dissolve the PMDC is unacceptable. It is unfortunate that, instead of creating new institutions, the current government is destroying existing institutions. \u201d The PMDC was an internationally recognized organization, he said, adding that with its degree of dissolution, Pakistani doctors would become doubtful. <\/p>\n<p>Also on Monday, PMDC employees held a protest outside the council building, demanding that the government withdraw termination orders from its services. <\/p>\n<p>The ordinance analyzes a golden handshake scheme for PMDC employees. According to this, the services of all PMDC employees would be laid off, except those working in grades 1-4.
