ISLAMABAD: Despite a 15 percent shortage, it is estimated that the country's water availability during the current Rabi season is significantly higher than last year. <\/p>\n
This was concluded by the Indo River System Authority (Irsa) at a meeting of its advisory committee held here on Tuesday. The meeting, chaired by the president of Irsa, Sher Zaman Khan (member of Balochistan), said there would be no shortage if the country had enough storage capacity and asked the government to build tanks on a war footing. <\/p>\n
"If adequate storage capacity had been available, the excess water of 11.65 million acre acres (MAF) released downstream of Kotri during Kharif 2019 could have been stored to eliminate the expected shortage of 15 pieces in Rabi 2019-20, then of addressing the ecological and marine intrusion needs, "said Irsa, adding that" it was unanimously agreed that additional warehouses should be built whenever possible in rivers. " <\/p>\n
The committee was informed that the availability of water in the Rabi season would also be better than the average of the last 10 years. The committee felt that the shortage could easily be overcome through better management and irrigation practices. The committee was convened to determine the Rabi 2019-20 anticipated water availability criteria (October-March). <\/p>\n
The meeting was attended by the four members of Irsa from Khyber Pakhtunkhwa, Sindh, Punjab and the federal government, as well as representatives from the Federal Flood Commission, the provinces and the Water and Energy Development Authority. <\/p>\n
The committee noted that the actual entries of the edge station of 104.82 MAF were only one percent less than the predicted volume of 106.17 MAF. He expressed satisfaction that the actual provincial withdrawals remained at 65.23 MAF compared to early withdrawals of 66.80 MAF, only 2{7be40b84a6a43fc4fae13304fce9a2695859798abfc41afd127b9f8b21c5f9c5} less. The actual losses of the system were 14.10 MAF compared to the anticipation of 15.74 MAF and subsequent Kotri downloads were 11.65 MAF. <\/p>\n
The committee forecast 24.14 MAF of water availability through river flows and approximately 10,268 MAF in deposits. <\/p>\n
According to Rim Station entries plus the available storage of 10,268 MAF minus the expected system losses of 2.38 MAF and an unavoidable lower Kotri flow downstream, the approved availability in the respective channel headers will be 31.45 MAF. As such, the proportion of Punjab was calculated at 16.93 MAF and that of Sindh at 12.78 MAF. KP's share was calculated at 71,000 acre-feet and Baluchistan's at 1.03MAF. <\/p>\n
The meeting noted that the probable availability of 31.44 MAF was greater than that of 24.76 MAF last year and a 10-year average of 29.80 MAF. The shortage in the entire basin was approved at 15pc, which was significantly less than the previous Rabi (2018-19) shortage of 32pc. <\/p>\n
It was agreed that the projected shortage was manageable and it is expected that the cultivation objectives for Rabi 2019-20 will be achieved by applying efficient and better water management practices. It was decided that the provinces, while remaining within the indicated actions, would present their retirement plans within 15 days. <\/p>\n
Regarding the recommendation of the Irsa technical committee to carry out studies related to system losses, delay times and crop patterns due to climate change, the advisory committee decided that they would be carried out within one year and the terms of reference would be prepared in consultation with the provinces.<\/p>\n
