{"id":3245,"date":"2019-09-12T07:02:26","date_gmt":"2019-09-12T02:02:26","guid":{"rendered":"http:\/\/umang.pk\/2019\/09\/analysis-scuttling-of-the-near-certain-afghan-peace-accord-newspaper\/"},"modified":"2019-09-12T07:02:26","modified_gmt":"2019-09-12T02:02:26","slug":"analysis-scuttling-of-the-near-certain-afghan-peace-accord-newspaper","status":"publish","type":"post","link":"https:\/\/umang.pk\/ur\/2019\/09\/12\/analysis-scuttling-of-the-near-certain-afghan-peace-accord-newspaper\/","title":{"rendered":"Analysis: Scuttling of the near-certain Afghan peace accord &#8211; Newspaper"},"content":{"rendered":"<p><img decoding=\"async\" src=\"http:\/\/umang.pk\/wp-content\/uploads\/2019\/09\/Analysis-Scuttling-of-the-near-certain-Afghan-peace-accord-Newspaper.jpg\" alt=\"\" title=\"\"><\/p>\n<div>\n<p>Just days before the anniversary of September 11, when more than anyone else Afghans placed their hopes on an almost certain peace agreement between the United States and the Taliban to end the longest war in the history of the United States, the Irascible temperament of President Donald Trump came along the way.  <\/p>\n<p>In a series of morning tweets over the weekend, President Trump threw a key in the months efforts of his special envoy to Afghanistan, Zalmay Khalilzad, not only canceling the peace negotiations but also canceling the secret meetings so far, although separated. with Afghan President Ashraf Ghani and the Taliban No. 2, Mullah Abdul Ghani Baradar.  <\/p>\n<p>What prompted Trump to dynamite an agreement he was ready to sign and that would have fulfilled his own pre-election promise to withdraw his forces from an expensive war in Afghanistan and use this in his re-election attempt in 2020?  <\/p>\n<p>Little is known about the sudden change in peace talks beyond Trump&#39;s three tweets and subsequent explanations by Secretary of State Mike Pompeo about different media outlets aimed at defending his unpredictable boss.  <\/p>\n<p>But what is known is the dramatic escalation of attacks and bombings in Kabul and other parts of Afghanistan by the Taliban that shook not only the unity government led by Ashraf Ghani but also caused fear and anxiety among the people waiting Peace in your country devastated by war. .  <\/p>\n<blockquote>\n<p>There are still no signs of resuming negotiations.<\/p>\n<\/blockquote>\n<p>On September 2, when Mr. Khalilzad told the Afghan <em>TOLOnews<\/em> that a peace agreement had been reached &quot;in principle&quot; with the Afghan Taliban, a tractor loaded with explosives exploded in a housing complex used by several international organizations, killing 16 and wounding another 19.  <\/p>\n<p><em>Read: Explainer: how Trump interrupted the peace talks between the United States and the Taliban<\/em><\/p>\n<p>This was followed by another suicide bombing on September 5, in a busy diplomatic zone that also houses the US embassy. The bombing left 12 dead, including an American soldier (the fourth American soldier killed in two weeks) and a Romanian soldier. The Afghan Taliban claimed responsibility for both attacks.  <\/p>\n<p>&quot;Peace with a group that is still killing innocent people makes no sense,&quot; Afghan President Ghani said in a statement.  <\/p>\n<p>Two days later, President Trump launched a series of tweets, canceling the peace negotiations and canceling a meeting with the Taliban leaders in his Maryland retreat at Camp David. He accused the Afghan Taliban of intensifying the attacks in order to &quot;build a false influence&quot; and &quot;strengthen their negotiating position.&quot;  <\/p>\n<p>&quot;If they can&#39;t accept a ceasefire during these very important peace talks, and they would even kill 12 innocent people, then they probably don&#39;t have the power to negotiate a meaningful deal anyway,&quot; the US president said in one of your tweets  <\/p>\n<p>The Afghan Taliban, however, say they had agreed to a &quot;partial ceasefire&quot; limited to foreign forces in Afghanistan as part of the proposed peace agreement with the United States, but that the terms of the agreement would have come into effect only after would have been signed  <\/p>\n<p>&quot;We had an agreement on the cessation of partial fire, but it was supposed to be signed for it to take effect,&quot; Taliban spokesman Suhail Shaheen said. <em>Sunrise<\/em> of Doha &quot;The partial ceasefire would be limited to foreign forces in Afghanistan,&quot; he said.  <\/p>\n<p>&quot;The agreement was ready for signatures,&quot; he said. &quot;Jalilzad had initialized the agreement,&quot; he added.  <\/p>\n<p>&quot;General Austin Miller also agreed with the terms of the agreement.&quot;  <\/p>\n<p>Shaheen said copies of the agreement containing the initials of Mr. Khalilzad and a Taliban representative were delivered to Qatar, while the two sides retained one copy each.  <\/p>\n<p>General Miller is the commander of the NATO Resolutive Support Mission and the United States Forces in Afghanistan.  <\/p>\n<p>As part of the proposed agreement, the United States must withdraw 5,400 of its troops from Afghanistan within 20 weeks of signing the agreement. The United States currently has more than 14,000 soldiers in the war-torn country.  <\/p>\n<p>&quot;We had no obligation to comply with an agreement that had not yet been signed,&quot; Shaheen said. In addition, he said, according to the terms of the agreement, the two parties agreed to cease hostilities against each other.  <\/p>\n<p>\u201cThe ceasefire throughout Afghanistan would be part of a comprehensive political agreement through an intra-Afghan dialogue. An intra-Afghan dialogue was the second part of the agreement, \u201dhe said.  <\/p>\n<p>But critics of the proposed agreement, part of which leaked to the media in Afghanistan shortly after Khalilzad&#39;s visit, say he would have given the Taliban almost a free hand to organize new attacks and would have made the forces of Afghan security were more vulnerable.  <\/p>\n<p>Didn&#39;t Mr. Khalilzad and General Miller know the implications of signing a partial ceasefire agreement that would have saved foreign forces from the attacks but would have given the Afghan Taliban a white letter to persecute Afghan forces without fear of be attacked by the United States? NATO forces in Afghanistan? Or did they overlook a great concern shared by many Afghans to obtain a peace agreement to ensure the withdrawal of US troops from Afghanistan?  <\/p>\n<p>Secretary Pompeo seemed to confirm the Taliban&#39;s claim. &quot;So we found that the agreement was acceptable, that the verification was adequate and we concluded that it was a perfectly appropriate place,&quot; he said in an interview with <em>Fox news<\/em> on Sunday, while referring to the secret meeting now canceled with the Afghan Taliban leaders in Camp David.  <\/p>\n<p><em>Read: The US Secretary of State UU. Do not rule out new Taliban talks<\/em><\/p>\n<p>There are no immediate indications as to whether these peace negotiations could resume and when.
