While the number of profiles reported fell from 2,300, requests for account information increased.

Although Twitter did not completely remove any accounts, it removed some of the content of 234 accounts for violating Twitter's Terms of Reference compared to 204 in July-December 2018.

Interestingly, after Pakistan Tehreek-i-Insaf took over the government, requests for expulsion from the government have witnessed an increase. In the second half of 2018, the government and law enforcement agencies sent 192 applications and a request was sent through a court order.

This year, eight requests for expulsion were sent through a court order. Official applications include legal requests from government agencies, police departments or other authorized applicants.

In terms of requests for information, Pakistan requested 23 accounts and specified 70 in the first half of 2019 compared to 17 requests for information and 23 accounts specified last year.

Twitter, however, rejected all requests for account and removal information.

This year, the government also submitted five requests for "emergency disclosure" and sought information on five accounts. When such requests are submitted, Twitter may disclose certain information to law enforcement agencies if they meet the criteria.

In the second half of 2018, the government had submitted only two emergency disclosure requests.

Pakistan also submitted eight requests to preserve accounts, compared to two last year.

In explaining what constitutes a preservation request, Twitter said: “Government entities issue these requests so that information related to an investigation stored by service providers such as Twitter is stored temporarily while following the necessary steps to obtain the required legal process required to legally obtain that. information. Upon receiving a valid preservation request, we will temporarily retain, but not disclose, a snapshot of the relevant account information for 90 days, pending the issuance and service of the valid legal process. "

Worldwide, Twitter received approximately 67 percent more legal claims, affecting approximately 86 percent more accounts, compared to the previous reporting period. This is the largest number of global legal demands to eliminate the content received by the platform since the transparency report was launched in 2012.

During the reporting period, 122 accounts of verified journalists and media outlets worldwide were subject to legal claims. However, Twitter claimed that it had acted in 11 tweets, eight of which were retained in India under its Section 69A of the Information Technology Act, 2000.

In general, the report reveals that Twitter continues to comply more with the legal demands of India and Turkey than the rest of the world; The percentage of retained accounts of the accounts specified by these two countries is close to 3{7be40b84a6a43fc4fae13304fce9a2695859798abfc41afd127b9f8b21c5f9c5} compared to 0.6{7be40b84a6a43fc4fae13304fce9a2695859798abfc41afd127b9f8b21c5f9c5} compliance for the rest of the world.

Twitter retained 354 accounts worldwide during the reporting period, 95{7be40b84a6a43fc4fae13304fce9a2695859798abfc41afd127b9f8b21c5f9c5} of which were collectively held in Turkey (264) and India (73).

The report also said that Twitter saw an increase in all areas in the amount of private information, sensitive media, hate content and abuse, but still taking action.

Twitter said it eliminated 124,339 impersonation accounts and 115,861 accounts to promote terrorism, a 30pc decrease compared to the previous reporting period.

The company also eliminated 244,188 accounts for violations related to child sexual exploitation.

Published on Dawn, November 1, 2019

Source: https://www.dawn.com/news/1514142/more-removal-requests-sent-to-twitter-this-year-than-ever-report

KARACHI: The Pakistani authorities sent more than 200 content removal requests to Twitter in the first half of this year, the highest so far, according to a semi-annual report from the social media website.
