WASHINGTON: A US court has asked the Indian Prime Minister, Narendra Modi, and other members of his government to respond within 21 days to the charge that they have occupied Kashmir and are committing serious human rights violations there.<\/p>\n
The action has been taken on a complaint filed by the Khalistan Kashmir Referendum Front in a US district court. In Houston, Texas, where Modi is scheduled to address a joint rally with President Donald Trump on September 22.<\/p>\n
The Front has complained that the government led by Modi has occupied Kashmir and on August 5 when it annexed the disputed territory in violation of international laws.<\/p>\n
He also nominated the Indian Interior Minister, Amit Shah, and another official, Kanwal Jeet Singh, as defendants responsible for this illegal occupation and for committing serious human rights violations.<\/p>\n
Violations include the imposition of a long and unprecedented curfew, total blockage of communication, denial of basic needs to the inhabitants, illegal detention, forced disappearances, torture and extrajudicial executions.<\/p>\n
The plaintiff has cited a report dated September 14 of the Associated Press<\/em> news agency, which describes the situation in the area under the control of the accused as alarming. He quotes personal stories of violence and intimidation committed by Indian soldiers.<\/p>\n In more than 50 interviews, residents of a dozen villages said AP<\/em> that the Indian government has imposed a severe repression of security in the region and that Indian soldiers have been hitting the local population and, in some cases, subjecting them to electric shocks.<\/p>\n AP<\/em> They reported that people in Kashmir had been forced to eat land or drink dirty water.<\/p>\n For compensatory damages, defendants have been asked to pay $ 100 million.
