Engel of the House of Representatives Foreign Relations Committee . Issues when signing the citation. <\/p>\n<p>This is the first citation of the committee since the Democrats took control of the House of Representatives in January of this year and follows the decision of President Donald Trump to suspend the peace talks with the Taliban. <\/p>\n<p>Last week, President Trump surprised his nation with an announcement that he had invited senior Taliban leaders and Afghan President Ashraf Ghani to the presidential retreat of Camp David to finalize a peace agreement. But he also said he decided to cancel the meeting at eleven o&#39;clock due to a Taliban attack in Kabul last week that killed 12 people, including an American soldier. <\/p>\n<p>The citation forces Ambassador Khalilzad, the United States Special Representative for the Reconciliation of Afghanistan, to publicly inform lawmakers on September 19 about the administration&#39;s plan to end the Afghan war. <\/p>\n<blockquote>\n<p>The president expresses his dissatisfaction over the Trump administration&#39;s failure to keep the house and the American people published on the issue  <\/p>\n<\/blockquote>\n<p>Khalilzad was appointed by the US Secretary of State. UU. Mike Pompeo in September 2018 and has held nine rounds of talks with Taliban leaders to end the 18-year war. Earlier this month, US and Taliban negotiators in Doha, Qatar, announced that they had reached a framework agreement, which will be finalized soon. <\/p>\n<p>But President Trump said Monday that the talks were &quot;dead&quot; now and that he will not negotiate with the Taliban if they continue to attack US and Afghan targets. <\/p>\n<p>President Engel said he signed the subpoena after the U.S. Department of State rejected requests in February, April and earlier this month to receive information or testimony from Ambassador Khalilzad about Afghanistan&#39;s peace plan. <\/p>\n<p>In addition, Secretary Pompeo flatly refused to make Ambassador Khalilzad available to the Committee, despite the constitutional responsibilities of Congress, which include overseeing the foreign policy of the United States, he added. <\/p>\n<p>Ambassador Khalilzad, however, informed the Senate Foreign Relations Committee, dominated by Republicans. <\/p>\n<p>&quot;For months, we have not been able to get answers about Afghanistan&#39;s peace plan, and now the president says the plan is dead,&quot; said Congressman Engel. &quot;We need to hear directly from the contact person of the administration in Afghanistan to understand how this process came off the rails.&quot; <\/p>\n<p>Engel said that Ambassador Khalilzad&#39;s refusal to appear before the committee seems to be part of a broader pattern of obstruction of committees led by Democrats in the House. <\/p>\n<p>\u201cWe are not going to sit down and shut up. We will make a lot of noise about it, \u201dhe told reporters earlier this week. <\/p>\n<p>On Thursday, a Taliban spokesman urged the Trump administration to restart the peace talks and return to an almost terminated agreement. <\/p>\n<p>&quot;We want a solution, not an escalation of the problem and that is why we conclude the peace agreement with [the] United States, &quot;the spokesman said in an interview for The Wall Street Journal.&quot; In our opinion, the peaceful solution of the Afghan problem is the best solution. &quot; <\/p>\n<p>The spokesman warned that if &quot;the United States opts for the continuation of the war, it will find us in the field strong and unwavering as always.&quot; <\/p>\n<p>Michael Kugelman, a South Asian affairs scholar at the Wilson Center, Washington, said <em>WSJ<\/em> The resignation of national security adviser John Bolton this week could open the door to new commitments with the Taliban. Bolton was a vocal critic of the peace talks and the proposed Camp David summit that has now been canceled. <\/p>\n<p>&quot;The removal of an enemy from the administration so prominent could indicate Trump&#39;s intention to return to the negotiations,&quot;
