Only this time, the process is much stealthier.\n    <\/p>\n<div>\n<p>The villagers were terrified, afraid that their identity could be revealed by this story. It took them weeks to convince them to share <em>Sunrise<\/em>In confidence, their experiences of being pressured to hand over their land in the Jamshoro district to the service of constantly expanding housing communities in front of Superhighway. &quot;If our sardar discovers that we have talked to someone about this, the police will beat us and throw us into confinement for days,&quot; Anwar Burfat said. I was among a group of <em>Gothic<\/em> residents who agreed to speak with <em>Sunrise<\/em> in a restaurant near the roundabout of Safoora Goth. <\/p>\n<p>In recent years, as revealed in a previous research report in this document, the Sindhi and Baloch indigenous communities in the Malir district were heavily armed to &amp; # 39; sell &amp; # 39; their land, which they had lived and cultivated since generations, for the city of Bahria. Karachi (BTK). They were relentlessly persecuted for an assault on two fronts. On the one hand, Malir police, under the SSP Rao Anwar at that time, carried out raids on the <em>goths<\/em> and reserved the premises accused of false terrorism charges; On the other hand, Bahria staff, including a retired colonel, constantly threatened and intimidated them. Meanwhile, in the Tauheed commercial area of \u200b\u200bKarachi, real estate agents sold registration forms for battered land in Bahria, such as hot cakes.<\/p>\n<figure class=\"media  four-fifths  palm--one-whole  media--center    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">A farmer working on his plot of land in the Malir district. &#8211; White Star<\/figcaption><\/figure>\n<p>This story, a sequel to the previous one on April 18, 2016, discusses how the state&#39;s failure to protect indigenous communities and punish the perpetrators of &amp; # 39; land grabbing &amp; # 39; It is resulting in an additional vacuum of the government system. <em>Dawn<\/em> Research indicates that the city of Bahria, in collusion with Sindh government officials, continues to acquire thousands of acres of land in the Jamshoro district, adjacent to the Malir district, although in a more indirect way than before. <\/p>\n<p>This time, apart from the former cast of land hoarders and dirty police, there are ruthless faithful and their minions who play a fundamental role in what could well be the biggest scam in Pakistan. <\/p>\n<p>In the moment of <em>Dawn<\/em> Previous history, satellite images, site visits and interviews with locals had established that BTK was developing on more than 23,300 acres in the Malir district, the Karachi green belt. On May 4, 2018, a three-judge court of the trial court in a majority judgment found the city of Bahria guilty of illegally acquiring thousands of acres of land in Malir for its Karachi housing project. He named the acquisition &quot;null ab initio&quot;, which means null and void from the beginning, and punished the Sindh Board of Revenue (BoR) and the Malir Development Authority (MDA) for its role in the scam. <\/p>\n<p>However, he issued some instructions to address the interests of third parties created in the stolen land and ordered that a bank of three judges be appointed to implement his ruling &quot;in his letter and spirit.&quot; Many believe that the decision of the implementation bank on March 21 of this year has overlooked some important aspects of the original judgment. <\/p>\n<figure class=\"media  one-whole  palm--one-whole  media--stretch    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">A small farm on the left on the road to the advance of the city of Bahria. &#8211; White Star<\/figcaption><\/figure>\n<p>What is certain is that none of the SC banks gave Bahria permission to further expand their housing project. In fact, the March 21 verdict said categorically: &quot;BTLK [Bahria Town Limited, Karachi] has no right, title, interest or possession of any other land owned by the Government of Sindh other than 16,896 acres &#8230; The Sindh government and the MDA will ensure that any land beyond this is recovered and is not allowed to occupy No land in excess. by BTLK. Any violation of this address will result in criminal action against both Sindh, MDA government officials and against the administration of BTLK or whoever is responsible. &quot;<\/p>\n<blockquote>\n<p><em>Sunrise<\/em>Research indicates that the city of Bahria, in collusion with Sindh government officials, continues to acquire thousands of acres of land in the Jamshoro district, adjacent to the Malir district, although more indirectly than before.<\/p>\n<\/blockquote>\n<p>The Supreme Court process in the BTK case that concluded in March dealt with the exchange and consolidation of land in the Malir district. <\/p>\n<p>But there are clear signs of expansion in Jamshoro district, although the way this land is acquired for expansion remains a mystery. Satellite images from January 2019 to July 2019 show that the construction of BTK has not only extended well within Deh Mole, Taluka Thana Bhula Khan, Jamshoro District, but construction is ongoing. Source of satellite image: Planet; Map details for Dawn GIS<\/em><\/p>\n<p>Further inside Jamshoro, there is more condemning evidence of criminal irregularities by the land mafia and the Sindh government: those details are found in the second part of this story tomorrow. <\/p>\n<h2 id=\"5d79e5e3f0556\">&quot;King of Kohistan&quot;<\/h2>\n<p>In Jamshoro district, which borders Malir, the absolute power of a regressive feudal structure determines every aspect of life. This area is part of what is known colloquially as Kohistan (which includes the districts of Jamshoro and Hyderabad, as well as portions of the districts of Karachi Malir and West). Sardar Malik Asad Sikandar, PPP MPA of Jamshoro is one of Sindh&#39;s most influential feudal. He is the chief of the Burfat tribe; With around 100 sub-tribes, it is the largest of the four tribes in Kohistan. Each tribe has its own sardar, but, and that is why Malik Asad is known as the &quot;King of Kohistan&quot;, he is the &quot;sardar of the sardars&quot;.<\/p>\n<p>With large properties in various parts of Sindh, Malik Asad allegedly has a stake in the many housing societies that are planned along the Superhighway and obtains a steady stream of &quot;income&quot; from commercial and industrial activities within &quot;Kohistan.&quot; The area also has a considerable Hindu population, including several owners of rice mills and cotton ginning factories. Many of them also own liquor stores. According to a local journalist, they have &quot;strong ties and friendships&quot; with Malik Asad and &quot;are at your disposal.&quot; <\/p>\n<figure class=\"media  one-half  palm--one-whole  media--right    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">Malik Asad with Malik Riaz at the inauguration of the Great Mosque within BTK. \u2500 source<\/figcaption><\/figure>\n<p>Powerful connections are also forged through hunting expeditions organized by Malik Asad in Kohistan for Arab royalty and a variety of members of the Pakistani elite, including at least one retired judge. His own men, which include game guards and wildlife inspectors of the Sindh Department of Wildlife, provide security and facilitate hunting not only for small game, but also, in the case of Arabs, the ibex and the houbara bustard in danger of extinction. &quot;No one can hunt without the sardar&#39;s permission anywhere in Kohistan,&quot; said a local who has worked in the wildlife sector for 13 years. He described the camps of the Arab hunting groups as huge, with capacity for at least 100 people at each meal, and added with a smile: &quot;Everything imaginable is provided for them.&quot; <\/p>\n<p>Below Malik Asad in the feudal hierarchy are <em>waderas<\/em> who lead the sub-tribes; under them are the minors <em>waderas<\/em>, locally known as <em>kumdar<\/em>, one in each town. Anyone who defies this social order is treated mercilessly. the <em>kumdar<\/em> It reinforces the order of the sardar at the village level, acting as its eyes and ears on the ground. It is a kind of hereditary occupation, with their parents and grandparents doing the same before them. <\/p>\n<p>The police are a vital link in this chain of oppression. &quot;And much less the local SHO, even the DSP stands with his hands crossed in his presence,&quot; said Aziz Burro, a young farmer with an expression of discontent. &quot;Anyone who wins the <em>kumdar<\/em> or local <em>wadera<\/em> discontent is collected in false cases of theft or possession of drugs and thrown into confinement for a few days or sent to prison. Can you imagine how it is for your family to go to Kotri 100 km away to try to get bail? &quot; <\/p>\n<p>Another Gothic resident reported the following incident. &quot;About two years ago, when a farmer in Deh Rek insisted that he had the right to extract minerals found under his land [the area is rich in mineral deposits], his truck was set on fire and found himself in the thana. Police showed that his arrest took place in Balochistan and accused him of transporting illegal weapons from Durreji. He was in Gadani prison for several months before getting bail. &quot; <\/p>\n<p>However, Malik Asad refuted such accusations and said: &quot;We are here to solve any problem that people face. We would not allow any <em>ziyadati<\/em> to end them. &quot; <\/p>\n<p>According to a police officer who has served in Jamshoro, &quot;usually, police officers here call him [Malik] from time to time during its publication, but I never went to see him at his home and [for that reason] he complained about me to a high-ranking political person. &quot;<\/p>\n<p>But there are limits even to the enormous power of the tribal chief. That became evident when Bahria announced its intention to acquire land in Jamshoro a few years ago. (During the proceedings before the SC implementation bank, it came to light that the real estate developer had already acquired several acres in the district).<\/p>\n<blockquote>\n<p>While Bahria said <em>Sunrise<\/em> that the details of his land acquisition in<br \/>\nJamshoro had been shared with the Supreme Court, did not respond to<br \/>\nany other questions you may have <em>Sunrise<\/em>.<\/p>\n<\/blockquote>\n<p>Some say that Malik Asad hated to access Bahria\u2019s demand, while others claim that in exchange for the land, Malik Asad wanted to negotiate with the political bosses of the Sindh government who are supposedly partners in BTK. Whatever the case, he soon realized that the rules of the game were decided elsewhere. <\/p>\n<p>The differences between Malik Asad and PPP co-chairman, Asif Ali Zardari, arose sometime in 2017. It is believed that the tribal chief demanded a price for some 5,000 acres of land in Deh Mole in Jamshoro that Malik Riaz, owner of Bahria and Mr. Zardari&#39;s close partner was not willing to pay. In the words of a local contractor, \u201cMalik Riaz went and complained to Zardari that this man makes me sad all the time. <em>Baray Saeen<\/em> became enraged with the sardar. &quot;<\/p>\n<p>(An excerpt from the JIT report investigating the case of false accounts says: \u201cThe city of Bahria was the recipient of a large amount of state land for BTK and was occupying large tracts of adjacent private land with the connivance of the Sindh government. therefore, Rs10.02 billion was a bribe, Rs8.3bn of which was paid by Bahria through a joint account with Mushtaq Ahmed, confidant of Mr. Asif Ali Zardari. &quot;<\/p>\n<p>According to a source from the Sindh government, an SSP was designated for the Jamshoro district, as expressed by Malik Riaz, specifically for the Malik Asad strong arm. <\/p>\n<p>Suddenly, Malik Asad found his <em>dhikkas<\/em> (sand mining sites) in Lonikot are closing. Several commercial activities were interrupted in Kotri in which he was a beneficiary.<\/p>\n<figure class=\"media  four-fifths  palm--one-whole  media--center  \"><figcaption class=\"media__caption  \">The landscape of Malir and Jamshoro is being irrevocably altered by the city of Bahria. &#8211; White Star<\/figcaption><\/figure>\n<p>Some of Malik Asad&#39;s friends in the construction business, such as Arbab Samoo, saw their housing societies along Superhighway, such as Educators Valley, Education City and Jamshoro City partially demolished by the Sindh Building Control Authority ( SBCA) at the end of July. As they were built on land considered part of their fief, it is said that Malik Asad is an interested party in some of those businesses and societies. A civil lawsuit filed by Mr. Samoo is pending in the district court.<\/p>\n<p>On top of that, the main leadership of the PPP began sending polls to Malik Asad&#39;s paternal cousin and political rival, Malik Changez (although Changez is affiliated with the PML-N, while Malik Asad was Jamshoro&#39;s MNA PPP in that moment).<\/p>\n<p>According to several sources, Malik Asad did not take long to return to his right mind. &quot;He threw himself into Dubai and fell at the feet of Zardari,&quot; said a political activist in Malir. \u201cBut even today, the PPP continues to hang Malik Changez like a sword over Malik Asad&#39;s head to control him. When Zardari falls in love with someone, he never forgives him. Many Tappis have come and gone.<\/p>\n<p>It is clear that the relationship between Zardari and Malik Asad remains tense. &quot;There were no notable protests in Kotri after the arrest of Asif Zardari and Faryal Talpur,&quot; said a journalist from Hyderabad. \u201cOnly a few people took to the road. Normally there would have been a great participation. \u201d <\/p>\n<h2 id=\"5d79e5e3f05bb\">&amp; # 39; Please help us &amp; # 39;<\/h2>\n<p>Meanwhile, the villagers who depend on <em>barani<\/em> Agriculture (rainfed), poultry farming or livestock raising in the area are being brought to financial ruin. &quot;We wanted to regularize our land so that it would not be so easy to take it. But the sardar ordered us not to do it, saying&quot; Do you want me to suffer the same fate as Zulfiqar Mirza? &quot;When our own sardar is not supporting us, what can we do? ? In the context of his despair, the replica of the Eiffel Tower of Bahria stands in the distance.<\/p>\n<figure class=\"media  four-fifths  palm--one-whole  media--center  \"><figcaption class=\"media__caption  \">The replica of the Eiffel Tower of Bahria looms over the landscape. &#8211; White Star<\/figcaption><\/figure>\n<p>When asked <em>Sunrise<\/em>, Malik Asad denied that any land acquisition is happening. &quot;There has been no activity for at least one year, absolutely none.&quot;<\/p>\n<p>However, unlike the previous land grabbing, the modus operandi this time is much more opaque, with several levels of leaders between the &quot;seller&quot; and the actual beneficiaries. <\/p>\n<p>The local administration and revenue officials conspire to identify the land to be acquired: most of the area is state land with some sources of <em>maroosi<\/em> land (ancestral) and manipulation of records. Using threats and intimidation, <em>kumdar<\/em> procure the land of the villagers and the brokers prepare forged documents; The land is then sold to the leaders of massive housing projects in the area.<\/p>\n<p>Malik Nadir, a close relative of Malik Asad and a major landowner, called Zain Malik and Malik Akhtar, both from the city of Bahria, and told him <em>Sunrise<\/em> in the record that &quot;they are buying land and papers in Deh Sari [also in district Jamshoro] and deh Mole. DC Jamshoro is the helping hand. They are buying it for the expansion of the city of Bahria. The purchase and sale of land is prohibited in that area. They are doing it illegally. &quot;<\/p>\n<p>In a letter that Malik Nadir wrote to NAB last year, which he has shared with <em>Sunrise<\/em>, requested that an investigation be carried out on the actions of several persons, including Faryal Talpur, Mukhtiarkar Thana Bhula Khan Mansoor Kalhoro and Malik Changez Khan. The letter says: &quot;The people cited above committed a great mutual corruption in the form of false records of rights, issuance of false sales certificates and maintained false entries of 10,000 acres of previous dehs &#8230;[Babar Band, Hathal Buth, Kalo Kohar and Mole, all in district Jamshoro]. \u201dHe has recently updated <em>Sunrise<\/em> who &quot;have completed their goal at Mole, have bought almost 10,000 acres of land there. No more purchases are being made there.&quot;<\/p>\n<blockquote>\n<p>Villagers who depend on <em>barani<\/em> Agriculture (rainfed), poultry farming or livestock raising in the area are being brought to financial ruin. &quot;We wanted to regularize our land so that it would not be so easy to take it. But the sardar ordered us not to do it, saying&quot; Do you want me to suffer the same fate as Zulfiqar Mirza? &quot;<\/p>\n<\/blockquote>\n<p>There are many <em>kumdar<\/em> in the area: however, in conversations with Gothic residents, some names appeared repeatedly among the most active in land grabbing. Villagers describe another person, who lives in Gadap, as &quot;the head of the <em>quabza<\/em> cell &quot;. All of them have acquired enormous wealth through work as low-level agents for the land mafia, as well as through other criminal scams in the area, whose details can be found in Part 2 of this story tomorrow. <\/p>\n<p>According to a local rights activist, in addition to the larger zamindars, others are not voluntarily giving up their land. &quot;They know nothing but agriculture and livestock. Where will they go?&quot; <\/p>\n<p>Not all bigger zamindars want to sell either. When he <em>Wadera<\/em> from Musa Chhoro&#39;s Gothic, Pinni Laddo Chhoro, along with several others went to another more influential tribal chief to defend his case in person, he was sent to pack. <\/p>\n<p>Several villagers in Jamshoro district reveal that they are being or have been forced to hand over their land at 70,000 rupees per acre. (Consider that in 2007, a plot of 120 square yards in Taiser Town, Malir, was selling for Rs120,000. At that rate, even then, 12 years ago, an acre of land in the area now affected would be worth Rs4,000,000! ) <\/p>\n<p>The land &amp; # 39; sold &amp; # 39; by the villagers it is then purchased by individuals who target massive land developers in the area at Rs2,000,000 per acre, an astronomical <em>2,757 percent<\/em> increase. The figures were confirmed at <em>Sunrise<\/em> by a local broker. In many cases, even the misery promised to the owners has not fully materialized.<\/p>\n<p>With 4,840 square yards per acre, Rs2,000,000 runs at approximately Rs400,000 per 1,000 square yards. Also, to assess the fortune that is accumulating, consider the price of a 1,000 square yard plot in the Sports City of Bahria, which currently extends at least to the limit of Malir &amp; # 39; s deh Bolari, where it is located with the Jamshoro deh Mole district, it was Rs9,200,000 more at the time of the vote in 2016. That is another <em>2,200pc gain<\/em>. <\/p>\n<p>According to the locals, the land they bought is &quot;moving&quot; closer to be next to already developed housing projects, to allow them to expand further. &quot;This time real estate developers are not making the consolidation mistake, which exposed Bahria badly last time,&quot; says an academic who belongs to the area. However, when contacted, DC Jamshoro withdrew Captain Fariduddin Mustafa, said: &quot;A recent land transaction has not been made, although some private people may be selling or buying land&quot; (DC, designated by the provincial government, heads the income and land administration in a district).<\/p>\n<figure class=\"media  one-half  palm--one-whole  media--right    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">Map of Bahria presented to the Supreme Court by BoR Sindh. The image appears to be the last in Google Earth Pro, which dates from December 2017.<\/figcaption><\/figure>\n<p>Sajid Chhoro is a local runner who understands modus operandi as the back of his hand. &quot;Most of the land in Deh Mole is not surveyed; the survey numbers are for small areas of a maximum of two acres each. They are taking the <em>khaatas<\/em> [a[to[una[a<em>khaata<\/em> it is an evaluation of a property, including the size and name of the owner, in the land registry]and displacing them along with a piece of land from the surrounding state. For example, if they take 10 acres <em>khaata<\/em>, they will show it as 100 acres on the log and place it on a land near Bahria. &quot;Then he leans down and asks,&quot; How do you think all the <em>khaatas<\/em> Deh Mole&#39;s now in a corner?<\/p>\n<p>In summary, from numerous interviews with Jamshoro locals, it seems that government land is being acquired illegally under the guise of private transactions. <\/p>\n<p>Meanwhile, the digitalized land registry in the highly valued land income management information system of the Sindh government has been mysteriously inaccessible for months. This strengthens the claims made by those cited above, and requires investigation.<\/p>\n<h2 id=\"5d79e5e3f05d0\">NAB Investigations<\/h2>\n<p>Let us now turn to the best known land grabbing in the area. For years, NAB dragged its feet in the SC case against the city of Bahria. A source in the organization said <em>Sunrise<\/em> in 2016: &quot;You have no idea of \u200b\u200bthe pressure we have to not advance this.&quot; However, the three court judge of the court who heard the case finally managed to pressure the anti-corruption control body to investigate the pranks behind BTK. <\/p>\n<p>During the bank hearings established by the SC to implement its judgment of May 4, 2018, NAB submitted several confidential progress reports to the court.<\/p>\n<p>The content of these reports is revealing: they reveal, among many other things, the contempt of Bahria for any institutional effort to shed light on its activities. <\/p>\n<figure class=\"media  one-whole  palm--one-whole  media--stretch  media--uneven media--embed  \">\n<p>                <iframe loading=\"lazy\" src=\"https:\/\/www.dawn.com\/news\/embed\/1503877\" allowfullscreen=\"\" frameborder=\"0\" scrolling=\"no\" width=\"100{7be40b84a6a43fc4fae13304fce9a2695859798abfc41afd127b9f8b21c5f9c5}\" height=\"100{7be40b84a6a43fc4fae13304fce9a2695859798abfc41afd127b9f8b21c5f9c5}\"><\/iframe><\/p>\n<\/figure>\n<p>An excerpt from the second NAB report, dated November 19, 2018, a copy of which is in <em>Dawn<\/em> Possession &#8211; and signed by Qamar Abbas Abbasi, Deputy Director \/ Research Officer, NAB Karachi, says: &quot;It is also claimed that CEO Ali Ahmed Riaz Malik &#8230; and the 5x BTPL leaders mentioned above [Waseem Riffat, Waqas Riffat, Shahid Mehmood, Mohammed Awais and Faisal Sarwar] He never joined the instant investigation, despite the issuance of several call notices. The recent call notices issued to the known addresses of said 5x frontman were returned without delivery. &quot;<\/p>\n<p>The March 21, 2019 verdict of the SC implementation bank accepted Bahria&#39;s offer of Rs460 billion as land settlement fees to be paid for seven years. <\/p>\n<p>An inexplicable aspect of the implementation bank&#39;s order was its address to NAB not to submit any reference against Bahria &quot;at the moment&quot; unless there is any breach in making payments or violations &quot;in any of the terms and conditions mentioned. .. &quot; This seems to contradict the judgment of May 4, 2018 that ordered NAB to complete its investigation within three months and initiate proceedings in the accountability court against all those guilty of causing loss to the state treasury. <\/p>\n<p>According to NAB sources, an investigation was carried out in the NABK2016010138803 case, in which 34 accused persons were named in connection with the &quot;illegal adjustment \/ exchange \/ consolidation of thousands of acres of state land in several dehs of Malir district with in order to develop a private project. &quot;<\/p>\n<p>The names include (in chronological order) Malik Riaz, his son Ahmed Ali Riaz, son-in-law Zain Malik, wife Bina Riaz, former Sindh Prime Minister Qaim Ali Shah, and former local government minister Sharjeel Memon. The other names are those of 23 government servers belonging to BoR Sindh, SBCA and MDA; among them, former DC Malir Kazi Jan Mohammed, additional MDA director Mohammed Sohail and six retired general directors of SBCA, including the infamous Manzoor Kaka, who, it is believed, has fled to Canada. Former local government secretary Javed Hanif, currently in jail for an unrelated charge, is also on the list. Five names are described as leaders of the city of Bahria.<\/p>\n<figure class=\"media  one-half  palm--one-whole  media--right    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">A copy of the NAB investigation report that recommends that a reference be filed against former Prime Minister Qaim Ali Shah.<\/figcaption><\/figure>\n<p>The NAB investigation report on Mr. Shah notes: &quot;After discussing the role \/ evidence collected during the course of the investigation against former CM Syed Qaim Ali Shah at the MBR, it was decided that there was sufficient evidence available \/ collected for process it. &quot;<\/p>\n<p>Meanwhile, an interesting situation has emerged regarding the state of the earth in Malir, where BTK is approaching. In its ruling of May 4, 2018, the SC had ordered: &quot;The land of the government would return to the government and the land of the city of Bahria exchanged for the land of the government would return to the city of Bahria &#8230;[T]The land could be granted again to the city of Bahria by the BoR under the provisions of the Colonization of government lands of 1912. \u201d <\/p>\n<p>(The court referred here to the alleged purchase of separate land by the city of Bahria in distant parts of Malir where land rates are as low as Rs20,000 per acre. MDA then adjusted them and consolidated them illegally for the benefit from Bahria in parts of Malir near Supercarretera where the value of the land was up to 50 times higher).<\/p>\n<p>However, despite the fact that the apex court expressly stated that the exchange and consolidation activities in Malir were &quot;null ab initio and, as such, have no existence,&quot; BoR Sindh, the rightful owner of the land, has not yet assigned an inch of the area &quot;back&quot; to Bahria. <\/p>\n<p>The problem, sources say, is that the court did not clarify how the regularization process should be done. The Government Land Colonization Act of 1912 does not provide for a situation in which what has been declared illegal can be legalized. Given an environment where NAB is particularly active, this enigma has left the bureaucracy paralyzed. (In fact, a senior member of the Board of Directors, Sindh recently became an OSD because he was reluctant to take on the task for fear that he would be put in legal danger at some point. The current SMBR is Shamsuddin Soomro.) <\/p>\n<p>Even so, the Sindh government proved to comply with the May 4 verdict. On October 29, 2018, the then SMBR Muhammad Hussain Syed chaired a meeting in his office in Karachi. Also present were the secretaries of the departments of land use and local government, as well as DG, MDA and DC Malir. <\/p>\n<p>According to the minutes of the meeting, it was decided that BoR would cancel \/ withdraw the orders for which it had reserved and assigned land in favor of MDA. &quot;&#8230;[T]The DC, Malir Karachi upon receiving the order &#8230; will take the necessary measures according to the order of the Honorable SC &#8230; &quot;.<\/p>\n<p>Nothing has happened so far. BoR did not do the necessary paperwork, nor did DC Malir, Shahzad Afzal Abbasi, take over illegally acquired land. BoR even sent him a reminder to do what is necessary. <\/p>\n<blockquote>\n<p>Although the cusp court expressly stated that the exchange and consolidation activities in Malir were &quot;void and without any existence,&quot; BoR Sindh, the rightful owner of the land, has not yet assigned an inch of the area &quot; again &quot;to Bahria.<\/p>\n<\/blockquote>\n<p>Both G. N. Mughal, the legal advisor of BoR and Irshad Rind, the deputy secretary of litigation of BoR confirmed that so far there has been no progress in this direction. Rind also blamed DC Malir, who said he was not inclined to take physical possession of government lands in Malir after the May 4 ruling, or to stop Bahria&#39;s construction work on the matter.<\/p>\n<p>As for MDA, his adviser who plans Manzar Zahoor took a similar line. &quot;DC Malir first has to take control of the land of the city of Bahria, after which, in the light of the directives of the SC, the Sindh government has to assign it to the MDA.&quot; According to reports, the BoR decided that when a procedure for land regularization is agreed, it will first be sent to the provincial assembly for approval. <\/p>\n<p>The implementation bank on March 21 had also ordered that construction in BTK &quot;will comply with all applicable laws, rules and regulations, including SBCA laws.&quot; How can this be reconciled with the fact that SBCA, a provincial body responsible for ensuring that construction plans conform to existing construction and urban planning standards, has allowed Bahria to continue its BTK development without even obtaining NOC basic? The authority to date has only approved design plans for 6,728 acres of the expanding project.<\/p>\n<figure class=\"media  one-half  palm--one-whole  media--right    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">The SBCA notice of just cause causes Bahria to stop its unauthorized construction carried out without the mandatory NOCs.<\/figcaption><\/figure>\n<p>In fact, in April of this year, the SBCA sent a justified cause notice to Bahria Town with reference to the \u201csale \/ reservation of commercial plots on behalf of Liberty commercial in Bahria Town in newspapers in which the approval of 12th [sic] Apartment building is available.
