He began making the so-called farewell rituals.  <\/p>\n<p>It is likely that Gen Zubair&#39;s successor will be appointed by the government in the coming days. The main candidates for the position of Chairman of the Joint Committee of Chiefs of Staff (CJCSC) are the General Director of the Strategic Plans Division (SPD), Lieutenant General Sarfraz Sattar, the Chief of the General Staff (CGS), the Lieutenant General Nadeem Raza and Commander V Corps, based in Karachi, Lieutenant General Humayun Aziz.  <\/p>\n<p>The government should, at this point, reflect on the advice received from the Ministry of Defense on who should be promoted.  <\/p>\n<p>Unlike the intense debate over the filling of the two vacancies of four-star generals witnessed in 2013 and 2016, the race for the only position this time is lackluster because the government had announced in August a second full term for the current Army Chief Staff (COAS), Gen Qamar Bajwa.  <\/p>\n<p>In the current hierarchy of the armed forces, CJCSC&#39;s position is technically superior to that of COAS with jurisdiction over the three services: army, navy and air force, but the latter being practically more powerful than the first, there is little public interest in Who rises  <\/p>\n<blockquote>\n<p>Of the 16 presidents so far, 13 have come from the army<\/p>\n<\/blockquote>\n<p>The CJCSC, in principle, is the highest-ranking military officer in all armed forces. He serves as the main advisor to the government in matters related to defense and national security. The description of his work also includes working for the promotion of &quot;union&quot; or cooperation between services in all military processes. But in practice, the position has been reduced to a ceremonial one in the scheme of things.  <\/p>\n<p>There could be no better explanation for how redundant this office has become than the fact that during the three-year term of Gen Zubair, the Joint Committee of Chiefs of Staff, created in 1976 to address the shortcomings of &amp; # 39; joint effort &amp; # 39; In the East Pakistan War, it met only once, on July 3, 2018, although the forum has to meet quarterly.  <\/p>\n<p>An enthusiastic observer of military affairs joked that despite the fact that the CJCSC office has become ceremonial because it lacked operational authority over the three services, Gen Bajwa would become more powerful once the change of command was completed in the Headquarters of the Joint Chiefs of Staff. the generals around him would now be too minor for him. General Bajwa was commissioned in the army in October 1980, while the major among the contenders, Lieutenant General Sattar, joined the service in 1984.  <\/p>\n<p>The situation would recall the second tenure of General Ashfaq Parvez Kayani. <\/p>\n<p>Another problem related to this appointment is that, by virtue of being a three-service office, the position has to be rotated between the three services, but has become dominated by the army, especially after the establishment of the National Command Authority ( NCA), because it controls the key areas of nuclear command and strategic assets. The CJCSC is also the vice president of the development committee of the National Command Authority.  <\/p>\n<p>Of the 16 presidents, who have so far served in the office, 13 were from the army, two from the navy and one from the air force. Within the army, the position has been occupied mainly by infantry men.  <\/p>\n<p>However, the outgoing President, Gen Zubair, was from the artillery. He had the honor of being the first gunner to become a four-star general since General Musharraf retired in 2007. After General Musharraf, all four-star generals in the army before the promotion of General Zubair in 2016 &#8211; General Tariq Majid, General Ashfaq Parvez Kayani, General Khalid Shamim Wynne, General Rashad Mehmood and General Raheel Sharif &#8211; were from the infantry.  <\/p>\n<p><strong>The candidates<\/strong> <\/p>\n<p>Lieutenant General Sarfraz Sattar currently serves as head of the SPD, which works as the NCA secretariat. He had previously commanded the Strike Corps II based in Multan and remained the Commanding General Officer of the 8th Infantry Division in Sialkot. He has also directed Military Intelligence as its General Director. Prior to that, he was the Pakistan Defense Attach\u00e9 in India. It belongs to the Armored Corps. A couple of days ago, he was installed as Colonel Commander of the Armored Corps.  <\/p>\n<p>The seniority of General Sattar, being the last of the three-star generals of the era of General Raheel Sharif, and his positions in the SPD and as commander of the attack corps make him a strong candidate for the CJCSC office.  <\/p>\n<p>Lieutenant General Nadeem Raza, who in August last year became the Chief of Staff, the most prestigious appointment in the army after the head of the army, as he is the leader of the intelligence and operations organization, is seen by Defense observers as the favorite for this post, according to their profile. As CGS, Gen Raza worked closely with Gen Bajwa and one of the considerations for the government in making this appointment would be the working relationship between the two four-star generals over the next three years.  <\/p>\n<p>Historical trends also favor Gen Raza. Most of those who came to this office before were from the infantry and he is also from the Sindh Regiment of the infantry. In addition, of the last 16 officers who obtained the four-star general designation, 10 had previously served as CGS.  <\/p>\n<p>Gen Raza has also sent 10 Bodies in Rawalpindi.  <\/p>\n<p>The Karachi Corps Commander, Lieutenant General Humayun Aziz, is third on the seniority list. Previously, IG Communication &amp; IT remained at the GHQ and commanded the Artillery Division in Gujranwala and led a military operation as general officer in command in Tirah.
