ISLAMABAD: In a report, the Federal Ombudsman admitted to the Supreme Court that a total of 77,275 inmates are currently in 114 prisons in the four provinces against a sanctioned capacity of only 57,742.<\/p>\n

Of the 77,275 inmates, 47,077 have been housed in 42 prisons in Punjab, where the sanctioned force is 32,477. In the 24 Sindh prisons, 17,239 inmates have been jailed; The total sanctioned force of Sindh prisons is 13,038.<\/p>\n

A total of 10,871 prisoners were placed in the 37 prisons of Khyber Pakhtunkhwa, which should have only 9,642, and 2,088 inmates in the 11 prisons in Baluchistan that can hold 2,585.<\/p>\n

The report submitted to the higher court on behalf of the office of the Federal Ombudsman (Wafaqi Mohtasib) through lawyer Hafiz Ahsaan Ahmad Khokhar said that the prisons had 1,248 juvenile inmates, as well as 25,456 convicted and 48,008 prisoners in trial.<\/p>\n

The Supreme Court is busy with a suo motu case about the poor conditions in which the prisoners live. The hearing began to consider the difficult situation and the miseries of the dams housed in the country's prisons and, subsequently, the ombudsman was commissioned to make recommendations to repair the complaints of the prisoners.<\/p>\n

In the report, the ombudsman's office stated that 1,204 female prisoners lived in prisons across the country, while a total of 73,600 male prisoners were worthwhile in them.<\/p>\n

The report says that 720 land kanales were acquired in the H-16 sector of the federal capital, where it was proposed to build the Islamabad model prison. The feasibility report on the construction work of the prison had already been approved and the project would cost Rs3.9 billion.<\/p>\n

So far, an amount of Rs1.1bn had been released and used, according to the report, adding that work on the prison administration block, the border wall and the male barracks was underway. The project is expected to be completed before June 30, 2020.<\/p>\n

The report said that the Ombudsman's secretariat had highlighted the necessary measures and areas in which improvements could be made. He recommended that the interior ministry, as well as provincial interior departments, appoint senior officers to act as focal persons who would make surprise visits to prisons.<\/p>\n

The Ombudsman's secretariat recommended that provincial governments should build prisons at each district headquarters and that each jail should have a separate and independent portion for women and juvenile inmates, with room for each prisoner to sleep and adequate restrooms.<\/p>\n

The report also suggested that a biometric system should be established in prisons to maintain prisoner records and attendance lists and other jail records should be automated.<\/p>\n

Prisoners suffering from mental problems and drug users among them should be kept outside the jail facilities in drug clinics and homes for delayed prisoners and receive adequate treatment. Prisoners with HIV or hepatitis should be segregated and separated from other prisoners, according to the report.<\/p>\n

The Pakistan Higher Education Commission, the university located in the territorial area of \u200b\u200ba jail, the Allama Iqbal Open University and other reputable institutions should help that prison improve educational and training facilities, the report says.<\/p>\n

Interested federal and provincial ministries should allocate the funds and resources necessary to improve prisons. The creation of the voluntary donation fund for prisoners at the provincial level should be guaranteed.<\/p>\n

The report also urged the Pakistan Bar Council and provincial lawyers' councils to provide free legal assistance to prisoners, especially inmates under trial.<\/p>\n
